Department: FIN | Finance Supply Chain Department's Website: Summary of Job Duties: The Director of Contract Services is responsible for the strategic sourcing activities of UAMS, including the development, negotiation and life-cycle management of all expense contracts.
The incumbent will direct multiple teams of Contract Specialists responsible for the sourcing initiatives of various product and service categories having high to very high spend, complexity, risk and sensitivity.
The leader in this role will be recognized as an expert negotiator with established trust between internal customers and UAMS suppliers; will provide contract project leadership for sourcing stakeholders including Sourcing, Procurement, Value Analysis, Finance and product/service end users and will manage all aspects of UAMS’ expense sourcing needs, including RFX, Group Purchasing Organization (GPO) and State mandated contracts.
This position will work very closely with the UAMS Agency Procurement Official (APO) to ensure all strategic sourcing initiatives are completed in compliance with UAMS, State and Federal requirements.
In addition, this role will provide strategic leadership and direction at a high-level regarding supplies, services, projects and customer supply needs, with input from Senior UAMS business and clinical leadership.
Qualifications: Minimum Qualifications Accredited College Bachelor’s Degree required (Supply Chain, Healthcare, Business, Finance) plus 6 (six) years of relevant work experience.
The ideal candidate will have experience in strategic sourcing and negotiating a variety of contracts; candidate should have proven track-record of achieving results and managing equivalent or similar responsibilities.
Must have strong analytical skills with the ability to create or interpret potentially complex financial models; demonstrate leadership and innovation; attention to details; comprehend and interpret complex instructions, proposals, and contract language; work effectively as part of a team; identify problems independently and execute solutions Possess solid knowledge of all MS Office Products, with proficient skill in the use of Excel, Word and PowerPoint.
Must have excellent oral, written, and polished presentation skills as the position will interface with suppliers, customers and UAMS leaders to articulate contracting strategies and how to execute on those strategies.
Preferred Qualifications: Master of Business Administration plus 8 (eight) years of relevant work experience in strategic sourcing and negotiating contracts in a healthcare setting.
Additional Information: Responsibilities: Manages portfolio of contracts; plan, develop and execute on strategic sourcing initiatives and timelines for all UAMS expense related contract portfolios.
Ensures Contract Specialist teams are effectively managing assigned contract portfolio(s) and that there are no lapses in contract coverage.

Conducts regular business reviews with key supplier partners and evaluate supplier performance through reviews of reports and customer feedback, resolving issues and implementing solutions to address negative supplier performance.
Utilizes knowledge of supplier marketplace to create leverage, mitigate risks, anticipate market direction and develop new relationships that serve the interests of UAMS.
Incorporates strategic planning to develop annual and multi-year contracting strategies and formulate a clear vision that articulates steps needed to achieve UAMS’ financial objectives.
Works closely with UAMS clinicians, physicians and senior leaders to develop and implement a strategy that aligns with overall objectives.
Meets the financial and performance objectives of the UAMS GPO partnership utilizing strategies that contemplate a variety of highly complex considerations.
Maintains knowledge of all industry trends, market conditions, and ethical standards in the contracting profession.
Attends educational events to increase knowledge of all state procurement and accounting regulations and the U of A system’s procedures and regulations to include industry best practices.
