" *** JOB SUMMARY/PURPOSE: The Project Manager (PM) position within Transmission’s Project Management & Construction (PM&C) organization is responsible for the safe and efficient planning, coordination, execution, and closeout of project management activities for all assigned capital projects while achieving cost and schedule certainty.
Typical capital projects may involve the construction of new or reconfigured substations, new or rebuilt transmission lines, upgrades to protective relays or telecommunications equipment, etc.
with both internal and external business drivers.
The PM is responsible for managing a diverse portfolio of capital projects while adhering to applicable corporate policies including the Stage Gate Lite and Stage Gate processes.
The responsibilities require the PM to work closely with cross-functional departments to define project objectives, develop proposed solutions / alternatives and otherwise establish a solid foundation by which the project can be successfully executed upon throughout the project life cycle.
Specifically, the PM works closely with functional department Subject Matter Experts (SMEs) to develop detailed project scopes, establish accurate cost estimates, milestone schedules, identify constraints / risks and document and effectively communicate the deliverables through the appropriate approval channels.
The PM regularly engages with the project execution / construction team to update and maintain the project schedule and costs to ensure that project objectives / requirements are met while providing regular status updates to key stakeholders.
In addition to internal stakeholder engagements, the PM may be required to have direct coordination with external customers including interconnection customers (IC), independent system operators (MISO), telecommunications customers, governmental agencies, wholesale customers or retail customers.
This position reports to the Sr.
Manager, PM&C and is an integral part of a diverse team consisting of other PMs, Construction Engineers (CEs), Right-of-Way (ROW) agents, a Construction Manager (CM) and Operations Coordinators (OCs).
JOB DUTIES/RESPONSIBILITIES: Lead a team of project stakeholders through the definition and execution stages of the project life cycle to effectively and timely complete the required project objectives all whilst adhering to the Stage Gate Lite and Stage Gate processes Engage and lead cross-functional departments including Grid / Asset Management, Transmission Planning, Distribution Asset Planning, Design, Construction, Environmental, ROW, Distribution, Telecom, etc.
Defines the project organization structure required for the project and identifies the technical skills required to achieve project goals Support development of detailed project scopes, cost estimates, milestone schedules, constraint / risk identification and corresponding mitigation plans, outage requirements and construction sequencing through the creation of a Project Execution Plan (PEP).
Ensures previous projects' Lessons Learned and applicable industry experience is incorporated into the project execution plan (PEP).
Serve as the lead point of contact for a given project such that the stakeholders are provided an inclusive platform to collaborate and otherwise define / execute the project objectives Ensure that follow-up items and/or critical decisions are driven to closure and documented Effectively communicate the project deliverables to the appropriate approval levels, as specified by the Stage Gate Lite and Stage Gate processes.
Lead the required Stage Gate review / approval meetings with the gate approvers that may include executive level management or corporate risk review SMEs Schedule and facilitate all meetings with the relevant project stakeholders required to complete the assigned project deliverables.
This includes Jurisdictional Expert Team (JET) meetings with functional SMEs, Stage Gate review / approval meetings with gate approvers, impromptu project discussions, etc.
Lead and participate in on-site visits during scoping activities, pre-construction planning and execution Participate in bid events associated with construction contracting including formal evaluations of safety, technical and commercial performance.
Review and participate in approval of all scope change requests and/or change orders Manage the Funding Project (FP) and work order(s) via cost tracking tools.
Provide working cash flows and schedule forecast / project updates via monthly project status meetings and reporting channels.
Works with Finance group to ensure costs are managed, change control is established and controlled, and that contingency is properly controlled.
Works directly with Project Controls Specialist to ensure process alignment and proper project controls are implemented.
Provides clear, timely, and accurate project status reports for management.
Serve as the company representative when interfacing with external entities and/or customers on project-related matters.
Such entities may include interconnection customers (IC), independent system operators (MISO), telecommunications customers, governmental agencies, wholesale customers or retail customers Ensure that all close-out activities are accurately and timely performed including working with the relevant stakeholders for RU updates, ENs, ISNs, as-builts, etc.
and organizing / storing all project documents within the established document repositories MINIMUM REQUIREMENTS: Minimum Education: Bachelor's degree in Engineering, Construction Management, or related field or equivalent work experience (detailed below) Preferred: MBA Minimum Experience: 0-5 years of experience in Project Management, Construction Management, or Engineering, with a bachelor’s degree 5+ years of experience in Project Management, Construction Management, or Engineering, without a bachelor’s degree Preferred: 5+ years of experience in Transmission, Distribution or the utility industry Minimum Knowledge, Skills and Abilities: Exhibits an unwavering commitment to a strong safety culture Demonstrates a solid understanding of the organization's business operations and industry Possesses strong analytical and communication skills Demonstrates excellent planning and organizational skills Able to lead large, multi-disciplinary teams to timely meet objectives Proficient in Microsoft Office software (Word, Excel & Outlook, Power Point) Preferred: Knowledge or experience with Stage Gate Lite and Stage Gate processes Knowledge of Transmission or Distribution Design Standards and Construction / Maintenance practices Experience in new ROW acquisition procedures for new line construction Experienced in project management and engineering tools such Maximo, PowerPlan, and Primavera.
